1 in 4 homeowners will remortgage to settle debt

One in four homeowners remortgaging an existing property in January increased the size of their loan to free up capital to pay off other debts or spend elsewhere, according to research from LMS.

?

The property services company surveyed those opting to remortgage at the start of the year, finding that 25 per cent of those questioned would use an extended mortgage to pay off other debts or free up cash to spend.

?

The study also found that, of those increasing their loan amount, two thirds (66 per cent) did so by as much as ?10,000.

?

57 per cent of remortgaging borrowers were able to fund a home improvement by releasing equity in their home, while a further 37 per cent said they would use the extra capital to consolidate their debts.

?

A small number of homeowners also said they planned to use the money to grow their property portfolio (four per cent) or help their children onto the property ladder (three per cent).

?

At the other end of the spectrum nearly two thirds (63 per cent) of respondents were motivated by the potential cash savings on offer by remortgaging; of these, more than one in two (56 per cent) have achieved a monthly saving of up to ?500 and 6 per cent more than ?500.

?

Speaking about the survey?s findings, Andy Knee, Chief Executive of LMS, said: ?Remortgaging homeowners are benefitting from some excellent rates from lenders with many eager to snap up a good deal, be it to reduce the monthly mortgage burden or free up capital to spend elsewhere.

?

?The Funding for Lending Scheme will help to increase competition in the remortgage market over the next few months and we expect to see many more homeowners seizing the opportunity to make, what is in many cases, a substantial monetary saving.?

Eastside FC coach Michelle French has been named the head coach for the U.S. Under-20 women's national team on Thursday, Feb. 21.

Eastside FC is the premier soccer organization which features many Mercer Island soccer players.

French, played on the Under-21 National team from 1994-1999 and was a captain of the team from 1997-99 and won a silver medal as part of the Women's Olympic team in 2000 at the Sydney Summer Games.

French started coaching the Eastside FC in 2005, helping teams to win two Washington state championships and winning multiple tournaments.

Microsoft gooses Windows XP's custom support prices as deadline nears

Computerworld - Microsoft is wielding the big stick of dramatically higher custom support costs as it pushes enterprises to abandon the 11-year-old Windows XP, an analyst said today.

Custom support plans, which Microsoft negotiates on a company-by-company basis, provide critical security updates for an operating system that's officially been declared dead. Windows XP, which still powers about 43% of the world's Windows PCs, is slated for support retirement on April 8, 2014. That leaves 410 days from today for XP users to move on.

According to Michael Silver and Stephen Kleynhans, a pair of Gartner analysts who published a report on XP custom support last month, some companies won't meet the deadline. "Many will not have Windows XP totally eliminated before support ends," Silver and Kleynhans wrote, echoing earlier estimates by Silver that between 10% and 15% of enterprise PCs will still be running XP when Microsoft pulls the plug.

However, Microsoft offers a failsafe of sorts -- "Custom Support" -- that lets companies pay for security patches beyond the normal support lifespan.

But Silver and Kleynhans said that Microsoft has quoted significantly higher prices for Custom Support than in the past.

For some time, Microsoft capped custom support at $200,000 for the first year, payable quarterly so that if a firm finished its migration in less than a year, it would pay only for support through the end of that quarter. In 2006, Microsoft switched to per-device pricing, with a floor of $200,000 and a ceiling of $500,000. Four years later, in 2010, Microsoft modified pricing yet again by capping it at $200,000 for the first year if the corporation had signed up for Software Assurance, the annuity-like program that guarantees companies access to the newest version of a product.

Those prices got tossed out the window, said Silver in an interview today. Microsoft has returned to a per-device model -- $200 has been typical -- and reinstituted floor and ceiling amounts. But those amounts for the first year are closer to what Microsoft was previously charging for the third year of support.

"It's certainly not pretty," said Silver of the custom support quotes for XP, which have ranged from $600,000 to $5 million for the first year.

The higher prices put to rest speculation by some experts last year that Microsoft, faced with enormous numbers of XP PCs still in use next year, would have no choice but to extend free support.

An IT manager, who wished to remain anonymous because he was not authorized to speak on the matter, told Computerworld that Microsoft had quoted his company $1 million for the first year of custom support to cover 5,000 Windows XP machines, $2 million for the second year, and $5 million for the third.

Silver pointed out that the $1 million fit with what he'd heard from other organizations of Microsoft charging $200 per PC for the first year of post-retirement support.

"It is hard to fault Microsoft for wanting to end support for its older products and migrate users onto newer versions that provide a better experience, and potentially revenue for Microsoft," said Silver and Kleynhans in their report.

NEW YORK (AP) ? Cardinal Timothy Dolan, the Roman Catholic archbishop of New York, was deposed Wednesday about abuse cases against priests in the Archdiocese of Milwaukee, which he led from 2002 until 2009.

An attorney for the Milwaukee archdiocese and another lawyer representing people who filed the abuse claims confirmed the cardinal was deposed. The Archdiocese of Milwaukee, facing allegations from nearly 500 people, sought bankruptcy protection in 2011.

Dolan is one of two U.S. cardinals to be deposed this week. Cardinal Roger Mahony, the retired archbishop of Los Angeles, is scheduled to be questioned Saturday in a lawsuit over a visiting Mexican priest who police believe molested 26 children in 1987. The Rev. Nicolas Aguilar Rivera fled to Mexico in 1988 after parents complained. He has been ousted from the priesthood but remains a fugitive.

Both Dolan and Mahony will soon be in Rome to participate in the conclave that will elect a successor to Pope Benedict XVI, who is resigning.

Dolan's deposition was first reported by The New York Times.

Frank LoCoco, the attorney for the Milwaukee Archdiocese, said in a phone interview with The Associated Press that Dolan was asked about his decision to publicize the names of priests who molested children.

"The names were published so that people would come forward, share their story and begin what Cardinal Dolan and all those involved would be a healing process," LoCoco said.

Church officials deposed in connection with the bankruptcy and lawsuits include another former Milwaukee archbishop, Rembert Weakland; a retired auxiliary bishop; an archdiocese official who helps victims; the archdiocesan chancellor; and others, according to LoCoco and a spokesman for the Milwaukee archdiocese.

Joseph Zwilling, a spokesman for the New York archdiocese, said Dolan had long-awaited the chance to discuss his decision to publicize the names as part of his efforts to help victims.

"He has indicated over the past two years that he was eager to cooperate in whatever way he could," Zwilling said in a statement.

3-D printed magazines could change gun control

Tech-savvy gun enthusiasts could easily find a way around any new curbs on firearms: If they want something, print it.

A Texas law student who used a 3-D printer to fashion a plastic magazine and then posted his ensuing trip to the firing range online got more than 280,000 views on YouTube - but then his leased 3-D printer was confiscated by a jittery manufacturer.

3-D printers are often used to make consumer items like jewelry and hearing aids, and also help reduce waste in manufacturing, according to Alyssa Reichental of 3D Systems Corporation, which manufactures 3-D printers for sale worldwide.

President Obama cited the innovative power of 3-D printing during his State of the Union speech last week, saying it would "revolutionize the way we make almost everything." A 3-D printer is a bit like a conventional printer, but instead of using ink on paper, it deposits layers of resin or other material that will harden to make a three-dimensional object.

But a larger portion of his speech was devoted to his desire to enact new firearm restrictions. Sen. Dianne Feinstein, D., Calif., proposed legislation in January that would ban the manufacture, sale, possession or transfer of any ammunition magazines that hold more than 10 bullets. That would presumably include home-manufactured magazines made with 3-D printers.

University of Texas law student Cody Wilson says he opposes any such restrictions. He's the activist who put up the YouTube video last month that showed him firing a Colt M-16 with a 30-round plastic magazine made by a 3-D printer.

Government actions on gun control are merely symbolic, according to Wilson.

"We hope to make the issue relevant," Wilson said. Government leaders "act like passing a law will keep magazines off the street but we want to show them that magazines will always be on the street."

Wilson runs an organization called Defense Distributed, which aims to spread information on how to create printable guns.

Wilson's actions have prompted some printing companies, like the major 3-D printing company Stratasys, to take action. Stratasys said it believes Wilson used its property for "illegal purposes."

The company leased a machine to Wilson last year but later confiscated it after learning what Wilson planned to do with it, according to a report in The Washington Post. Another company, MakerBot, also removed gun designs of downloadable blueprints it maintains for 3-D printer users, according to the report.

The printers are intended to be used to create consumer goods like Invisalign, according to 3-D Systems Chief Marketing Officer Cathy Lewis. She said 3-D printing is already becoming commonplace in communities across America.

"3-D printing ought to be used for educational purposes," said 3D Systems Chief Marketing Officer Cathy Lewis. "There is no way to deny access to a product that we make affordable and easy to use, but we make sure we are not assisting in products that could be printed or used for illicit or non-authorized purposes."

Another picture of the prototype PS4 controller has been leaked online, revealing the upcoming PS4 device will feature touchpad and PlayStation Move capabilities.

As revealed in two separate leaked pictures last week, the next-gen Playstation controller may integrate PlayStation Move motion control, and sport a touchpad interface akin to that of the PlayStation Vita.

The latest prototype PlayStation 4 controller picture mirrors that offered by the previous leaks, but this time from another angle. This leak seems to concrete the ideas we have about what the PS4 controller will look like, ahead of the rumoured PS4 release date announcement at a PlayStation event in New York on 20 February.

Like the PlayStation 2 and PlayStation 3 controllers, the device for the upcoming PS4 or the codenamed PlayStation Orbis will retain the traditional D-Pad and four button layout. The analogue sticks feature a new concave style similar to that of the Xbox 360 controller and the start, select and PlayStation buttons have been moved to incorporate the touchpad. In fact, the start and select buttons aren?t barely visible, apart from two button-like shapes either side of the touchpad.

This touchpad could operate in a similar fashion to the rear-touchpad of the PlayStation Vita, but other rumours suggest it could even be a touchscreen LCD screen to display additional buttons, media controls or in-game information.

The most recent picture shows the PS4 controller with elongated handles in comparison to the previous leaks, retaining the LED strip at the top for reported PlayStation Move integration. However, the new angle reveals what appears to be a 3.5mm headphone jack between the handles on the bottom of the PS4 controller, presumably for a voice chat accessory.

An original source for the picture has yet to be traced, but with the controller looking very similar to that pictured in last week's leaks, we could be looking at the official prototypes for the next PS4 controller. If not, we?re sure to find out during the PlayStation event on February 20.

TAMPA, Fla. -- Russ Smith scored 15 points and No. 12 Louisville stayed within a game of first place in the Big East with a 59-41 victory over South Florida on Sunday.

Smith, Wayne Blackshear and Kevin Ware did all the scoring for the Cardinals during a 22-3 run in the first half. Smith finished with six rebounds and four assists for Louisville (21-5, 9-4), which has won four of five.

Blackshear's 3-pointer tied it 11-all with 12:58 left in the first half and launched the decisive rally. Smith scored the final seven points of the spurt, which left the Cardinals with a 30-14 lead.

JaVontae Hawkins' 3-pointer provided USF's only points in a 9-minute span.

The Bulls (10-15, 1-12) got back in the game early in the second half with the help of a spectacular dunk by Victor Rudd and two free throws by Anthony Collins that made it 36-30 with 12:57 left. But Louisville went back to its full-court pressure, producing a 19-3 run that made it 55-33 with 6:12 remaining. Chane Behanan had a couple of dunks, a layup and two free throws during the surge.

Blackshear and Behanan scored 12 points apiece, and 6-foot-11 center Gorgui Dieng had 10 rebounds and five blocks for the Cardinals.

Jawanza Poland scored 11 points for USF, which shot 24.5 percent (13 for 53) and lost its eighth straight. Hawkins and Toarlyn Fitzpatrick had nine points apiece for the Bulls, while Rudd and Kore White each had nine rebounds.

Louisville scored 23 points off 16 turnovers and shot 46 percent (22 for 48). The Cardinals had a 36-34 rebounding advantage.

StarTech's adapter is a small device, with a type A male USB plug at one end and an RJ45 Gigabit port at the other. Although you get the best performance connecting to USB 3.0, the adapter is backwards-compatible with USB 2.0 and even 1.0. That backwards-compatibility extends to the network connection; the adapter can connect to a 10/100 network as easily as to Gigabit (10/100/1000).

There are some advanced settings in the adapter's properties worth exploring. For example, you can enable VLAN tagging and Wake on LAN. There's also support for more granular controls such as Jumbo Frames, ARP Offload, and Flow Control.

The StarTech adapter supports client machines running Windows XP, Vista, Window 7 and 8 (32 and 64 bit), as well as Windows Server 2008 and Server 2008 R2, and Mac systems running OS X 10.6 and later.

Install
The adapter ships with an instruction pamphlet and an install disc. Connect the adapter to a USB port and run setup off the disc to install. Setup executes a wizard that has the adapter installed in seconds. I installed on a Windows 7 laptop and afterwards, the ASIX AX88179 USB 3.0 to Gigabit Ethernet Adapter driver showed up in my laptop's network settings. As with any standard network port, when the adapter has a live network connection its LEDs light up. I have DHCP assigning both IPv4 and IPv6 addresses to my network clients and the StarTech adapter picked up both IP addresses without any problem.

Performance
I compared performance between the StarTech adapter with it connected to a USB 3.0 port, a USB 2.0 port, and with my laptop's on-board Broadcom NetXtreme 57xx Gigabit Controller. To test, I checked the speed Windows reported in the network settings; used Ixia's IxChariot to run a throughput test between my Windows 7 laptop and another laptop on my network; and performed a file transfer between the two laptops.

?When connected to a USB 3.0 port, the StarTech adapter's performance was almost as fast as my laptop's on-board adapter. When I connected the StarTech adapter to my laptop's USB 2.0 port, throughput slowed down about 67 percent! Below is a link to the chart of results:

When connected to a USB 3.0 port, performance was impressive. Additionally, when I hot-pulled the adapter from my USB 3.0 port to a USB 2.0 port, I immediately saw a message on the screen warning that connecting to USB 3.0 would give me a faster transfer rate, showing that StarTech's adapter also has some built-in intelligence.

I would like if the software installation also included some networking utilities, such as a tool that reports the adapter's actual throughput instead of a user having to rely on Windows' often inaccurate reporting. Also, a dedicated utility that explains and allows you to configure the advanced features would be another handy extra.

A Noteworthy NIC
A USB network adapter certainly isn't a fancy device or anything flashy. However, such a device is critical when you want to bring modern network connection speeds to legacy systems, or to machines that don't have Ethernet connectivity.

Thousands Support Tunisia's Islamist Party In Rally, Democracy, Non-Violence Hailed

TUNIS, Tunisia -- Thousands of supporters of the ruling Islamist party, waving banners and chanting, marched Saturday in the capital in response to rising criticism about Tunisia's direction two years after its revolution.

Prime Minister Hamadi Jebali has run afoul of his own governing party, Ennadha, by announcing he would seek to form a Cabinet of technocrats after leftist opposition politician Chokri Belaid was shot dead outside his home on Feb. 6 ? setting off anti-government riots around the country. Saturday's demonstration was a show of support for the party in the face of Jebali's initiative.

Along Avenue Bourguiba, some demonstrators held up Ennahda flags adorned with a blue dove, crescent moon and red star. Banners bore phrases such as: "We are here by the people's will, only bayonets will make us leave" and "The revolution continues." The thoroughfare was an epicenter of protests that forced longtime President Zine El Abidine Ben Ali from power in January 2011, triggering a revolution that set off the so-called Arab Spring throughout North Africa and the Middle East.

"Ennahda is open to all Tunisians. It is the crucible where Islamists and modernists converge because it's an open and democratic movement. ... It represents the spinal column that holds Tunisia together," Ennadha leader Rachid Ghannouchi told the demonstrators outside the Tunis municipal theatre, to the cries of "God is Great" from many in the crowd.

Ennahda, a well-organized movement, was repressed under Ben Ali's secular rule and capitalized on the revolutionary fervor to win subsequent elections.

Some of Saturday's demonstrators were bussed in from Tunisia's more rural and impoverished central and western regions, and a smattering of Salafist militants and other radicals took part. Many insisted that Ennahda won the elections and that respect for democracy was paramount to safeguard the revolution.

"I am here to support the legitimacy of the ballot boxes and condemn violence ? wherever it comes from. I am with democracy. It's fine by me, even if people choose other parties than Ennahda," said demonstrator Latifa Zayani, a schoolteacher in her 50s.

On Friday, Jebali said that talks between the opposition and the government would continue Monday on ways to defuse the political crisis. Only a day earlier, he had announced that he would seek to form a government of technocrats by Saturday ? or resign. His initiative has backing of the opposition, but has put him on a collision course with Ennahda, which dominates the government and insists on sticking with a Cabinet of political figures.

The political crisis swelled after hundreds of thousands of people turned up at the funeral of Belaid, putting pressure on the Ennahda-led administration that was widely blamed for creating the violent environment that resulted in his death, as well as not solving persistent economic problems.

As a follow up to an article I wrote this week about this issue and to answer all the comments I received about it, I decided to write another article to clarify a few things from a Moroccan female?s perspective and experience with this particular issue.

To be clear from the very beginning, I don?t want to fall into generalizations. In every country, there is the good and there is the bad. The same applies to Morocco. There are the well-mannered men who highly respect women and their rights in society and never harass them in any way, and there is the other type of men who don?t see anything wrong with harassment. For this kind of men, since women are ?invading? the public sphere, they should automatically be prepared their harassment.

There are people who claim that women hold a responsibility as well for the continuity of such a horrible practice that limits their rights and duties within society. They see that the woman does not speak up, doesn?t yell back when she?s harassed, and that she appears to remain quiet and ashamed about it. Let me tell you this, this is simply NOT true. The very first time any Moroccan girl was harassed in the streets (though no one can say and determine when the first harassment they experienced occurred because it?s so common, she most probably spoke out, shouted, screamed and thought that by doing so she was teaching that man a lesson that he or any other man wouldn?t dare harass her in any way again. Later, she would discover that it didn?t work. That man might have followed her several times and/or continued harassing her or verbally abusing her in more vulgar language because she spoke up against him. In such a case, no one on the street would interfere. He could even have become violent and, most of the time, no single person would even blink an eye for his behavior or help her in any way.

Over the years, the girl grows tired of speaking up and shouting in streets and she sees no difference as a result. How many times does she need to speak out against this injustice? If she goes and tries to file a lawsuit, against whom shall she do that? Against all men who harass her in one way or another? Would even the police take her seriously? Who is going to bear witness to the harassment and testify that it really took place? The ugly truth is that no one at the police station would take her seriously as long as she is physically unharmed.

Most of the time if not always, men are excused for the harassment by society and its laws just because they are ?men?. There are even some men who claim that they don?t harass, they aren?t doing any harm, and that they just are boosting women?s confidence about their beauty and the way they look.

When foreign women come to Morocco, they think and assume that they are the only women being harassed in the country. I have many foreign friends who came to Morocco. The common thing that they say about this issue is how many marriage proposals they have received from the cab driver to the door man. I usually just smile and we joke about it, because I also assumed that somehow they would know it?s actually a common problem, about which I was wrong. Then I think next time, I should let the discussion flow more about this topic.

As a teenager and when the harassments started, I used to speak out. I even remember the man or boy who verbally harassed me then getting a man from my family to deal with him, because speaking out on my own was useless and it had only worsened the problem since no one in street would stand up for me. When a man from my family would interfere, it would magically work. As the years went by, I stopped responding to the harassment because it?s always misunderstood, as if when you respond or even shout back that you are only ?begging? for more harassment!! I believe that?s the way with most women. We just pretend that the verbal and visual harassments don?t exist unless we are literally stopped or touched.

No woman should feel ashamed to speak up about this social plague and condemn these behaviors. I personally don?t see that it is women?s fault. At the same time, they shouldn?t act like victims and let this problem affect their lives, though it does to some extent.

Those men have mothers, sisters, daughters and granddaughters. ?Yet, unfortunately a man at the age of a grandfather can and do harass a girl who might be the same age as his grandchildren which he considers ?normal?. I?m sure that any of these men would feel outraged to see or hear that his mother or sister is being harassed in the street. Well, here is a thought that they should keep in mind: you harass a girl, someone else is for sure harassing your mother or sister (or any other precious female in your family) in the street and they don?t tell you about it. This type of men usually think that the girls related to him by blood are diamonds and no one should dare harass them, while the daughters of other people should deal with his sick mentality.

If we need a stated law and punishment to correct what is wrong, then we are a country in real decay and we are living in a real jungle. If only every man can start with himself and see his sister in every girl he meets, and not harass her and defend her when she?s being harassed, then our sense of what is wrong and what is right will be passed on to the next generations.? We would be solving a problem that affects many women on a daily basis.

I believe the question boils down to education and the way in which our school system and our media deal with this issue. It also boils down the loss of our Muslim identity, since most people no longer know who they are, what their religious creed is about and what should they do and what they should avoid. If only our school system could instill on the young generation the very precepts of Islam, our situation for women in our country would be better-off. Does not our religion urge Muslims to abstain from any obscene behavior that can affect others and society as a whole? Unfortunately, most people take from religion only what suits their patriarchal mindset and turn a blind eye to other teachings.

It is high time our society embarked on a serious debate on a way to deal with issue and put an end to the daily irritations put up with by women. It is also time that our media played their role in educating people about the threat that this behavior poses on our society. Only through this process will we be able to diminish the disastrous effects that this plague is having on the daily life of Moroccan women.

Pew Study Finds Blacks and Latinos Love Instagram and Twitter

A new study from the Pew Research Center?s Internet & American Life Project looked at the landscape of social media users across the internet and found black and Latinos are more likely to use Twitter and Instagram than other groups.

These readings come from a national survey conducted between November 14 and December 9, 2012 on landline and cell phones and in English and in Spanish. The results reported here come from the 1,802 respondents who are internet users and the margin of error is +/- 2.6 percentage points.

Take a look at the findings below:

Black internet users are more likely to be on Twitter than any other group.?

Twenty-six percent of black internet users surveyed said they used Twitter, compared to 14% of white users and 19% of Hispanics. (In 2010, Pew reported that 13% of black internet users, 5% of white users and 18% of Hispanics were using on Twitter.)

Orlando Magic veterans gird themselves for the Feb. 21 NBA trade deadline

No Orlando Magic player has generated more trade rumors ahead of the Feb. 21 NBA trade deadline than J.J. Redick, who is in the midst of a career year and is in the final year of his contract.

But it wouldn?t shock anyone if the Magic, a rebuilding franchise, make other moves. Veterans Jameer Nelson, Arron Afflalo, Josh McRoberts and others could draw interest.

The Magic have indicated to their players that they?re not looking to deal anyone, but team officials have acknowledged that it?s their duty to listen to offers and try to find ways to make the team better long-term.

"Every year you think about it going into the trade deadline," Redick said. "[It's] no different this year. Certainly, with the expiring contract and all that jazz there's a little bit more scuttlebutt. It's going to be lingering over my head until the deadline passes."

The other veterans are used to this kind of speculation.

?I can?t do anything about it, so why worry?? said Nelson, who is in the first year of a three-year deal.

?If they?re going to trade me, they?re going to trade me. If they?re going to keep me, they?re going to keep me. So I?m not stressing it. I haven?t stressed it in the past. One thing I know is if they send you to Mars, that?s where you?ve got to go, and I?ll play as hard as I can wherever I go.?

McRoberts, a 6-foot-10 power forward in the final year of his contract, also knows he could be traded.

He?s been traded twice in his six-year career, most recently in last August?s blockbuster centered around Dwight Howard.

?It doesn?t weigh on me,? McRoberts said. ?I?ve seen a lot of stuff in six years in the NBA, so it doesn?t bother me. I think I always know something could happen. It?s different than a lot of jobs; you don?t know where you?re going to end up. There?s a deadline and after that you have more security. But it?s just part of it.?

House moves to extend pay freeze for fed workers

WASHINGTON (AP) ? The House has voted to extend a federal worker pay freeze, already in effect for more than two years, for an additional nine months.

Republicans say it would save $11 billion and that economically secure public servants could go a little longer without a raise.

Democrats and the White House say Republicans should stop singling out government workers for sacrifices and should instead concentratie on avoiding the pending automatic cuts to federal programs that could have a painful effect on the economy.

The House measure seeks to block an executive order issued by President Barack Obama last December that would give the nation's 2 million civilian federal workers a 0.5 percent cost-of-living raise from March 27, when the current federal spending agreement expires, through the end of the year.

Fish in drug-tainted water get munchies

Calling their results alarming, the Swedish researchers who did the study suspect the little drugged fish could become easier targets for bigger fish because they are more likely to venture alone into unfamiliar places.

BOSTON ?? What happens to fish that swim in waters tainted by traces of drugs that people take? When it's an anti-anxiety drug, they become hyper, anti-social and aggressive, a study found. They even get the munchies.

It may sound funny, but it could threaten the fish population and upset the delicate dynamics of the marine environment, scientists say.

The findings, published online Thursday in the journal Science, add to the mounting evidence that minuscule amounts of medicines in rivers and streams can alter the biology and behavior of fish and other marine animals.

"I think people are starting to understand that pharmaceuticals are environmental contaminants," said Dana Kolpin, a researcher for the U.S. Geological Survey who is familiar with the study.

Calling their results alarming, the Swedish researchers who did the study suspect the little drugged fish could become easier targets for bigger fish because they are more likely to venture alone into unfamiliar places.

"We know that in a predator-prey relation, increased boldness and activity combined with decreased sociality ... means you're going to be somebody's lunch quite soon," said Gregory Moller, a toxicologist at the University of Idaho and Washington State University. "It removes the natural balance."

Researchers around the world have been taking a close look at the effects of pharmaceuticals in extremely low concentrations, measured in parts per billion. Such drugs have turned up in waterways in Europe, the U.S. and elsewhere over the past decade.

They come mostly from humans and farm animals; the drugs pass through their bodies in unmetabolized form. These drug traces are then piped to water treatment plants, which are not designed to remove them from the cleaned water that flows back into streams and rivers.

The Associated Press first reported in 2008 that the drinking water of at least 51 million Americans carries low concentrations of many common drugs. The findings were based on questionnaires sent to water utilities, which reported the presence of antibiotics, sedatives, sex hormones and other drugs.

The news reports led to congressional hearings and legislation, more water testing and more public disclosure. To this day, though, there are no mandatory U.S. limits on pharmaceuticals in waterways.

The research team at Sweden's Umea University used minute concentrations of 2 parts per billion of the anti-anxiety drug oxazepam, similar to concentrations found in real waters. The drug belongs to a widely used class of medicines known as benzodiazepines that includes Valium and Librium.

The team put young wild European perch into an aquarium, exposed them to these highly diluted drugs and then carefully measured feeding, schooling, movement and hiding behavior. They found that drug-exposed fish moved more, fed more aggressively, hid less and tended to school less than unexposed fish. On average, the drugged fish were more than twice as active as the others, researcher Micael Jonsson said. The effects were more pronounced at higher drug concentrations.

"Our first thought is, this is like a person diagnosed with ADHD," said Jonsson, referring to attention deficit-hyperactivity disorder. "They become asocial and more active than they should be."

Tomas Brodin, another member of the research team, called the drug's environmental impact a global problem. "We find these concentrations or close to them all over the world, and it's quite possible or even probable that these behavioral effects are taking place as we speak," he said Thursday in Boston at the annual meeting of the American Association for the Advancement of Science.

Most previous research on trace drugs and marine life has focused on biological changes, such as male fish that take on female characteristics. However, a 2009 study found that tiny concentrations of antidepressants made fathead minnows more vulnerable to predators.

It is not clear exactly how long-term drug exposure, beyond the seven days in this study, would affect real fish in real rivers and streams. The Swedish researchers argue that the drug-induced changes could jeopardize populations of this sport and commercial fish, which lives in both fresh and brackish water.

Water toxins specialist Anne McElroy of Stony Brook University in New York agreed: "These lower chronic exposures that may alter things like animals' mating behavior or its ability to catch food or its ability to avoid being eaten ? over time, that could really affect a population."

Another possibility, the researchers said, is that more aggressive feeding by the perch on zooplankton could reduce the numbers of these tiny creatures. Since zooplankton feed on algae, a drop in their numbers could allow algae to grow unchecked. That, in turn, could choke other marine life.

The Swedish team said it is highly unlikely people would be harmed by eating such drug-exposed fish. Jonsson said a person would have to eat 4 tons of perch to consume the equivalent of a single pill.

Researchers said more work is needed to develop better ways of removing drugs from water at treatment plants. They also said unused drugs should be brought to take-back programs where they exist, instead of being flushed down the toilet. And they called on pharmaceutical companies to work on "greener" drugs that degrade more easily.

Sandoz, one of three companies approved to sell oxazepam in the U.S., "shares society's desire to protect the environment and takes steps to minimize the environmental impact of its products over their life cycle," spokeswoman Julie Masow said in an emailed statement. She provided no details.

Scout brings home security to the Internet age (and it's cheap)

Home security systems are often complicated, expensive, and pretty outdated. Sandbox Industries is hoping to take on this entrenched, out-of-touch industry with a cool, modular, Internet-connected set of devices that can do the same thing for far less money.

The system is called Scout, and it consists of a few hardware sensors and an app for your smartphone. Like ordinary security systems, it can monitor doors, windows and rooms for activity. But unlike ordinary security systems, it doesn't require a landline, monthly fee, or costly installation.

You order sensors ? la carte (they're tastefully designed, another benefit) and put them where you think they should be: The front door, a first-story window, the foyer, and so on. They network together and connect to a base station, which itself can be connected both to the Internet and to a 3G network in case the power or connectivity cuts out.

If someone opens a window in your house, you get a notification on your phone, and can choose what to do within the app ? call the police if you want, or if you have other wirelessly enabled appliances (Scout works with the Zigbee standard), you can turn on the lights or stereo.

You activate and disarm the system via a panel that doubles as a door sensor ? but it doesn't have a keypad. Instead, it uses RFID and little wireless key fobs. And of course you can disarm it from your phone if someone else needs to get in to borrow a cup of sugar, or customize certain responses. For instance, if the motion sensor lights up but no doors have been opened, it's probably the cat ? no reason to call the cops.

Prices start at $120, which gets you a base station and door panel. You can buy additional panels for $40, open/close sensors for $20, and motion sensors for $40. If you want, you can also pay $10 per month for the 3G connection.

It might be too lightweight a system for owners of large houses with gates and a dozen points of entry, but for renters and smaller homes it could be a great solution. Scout won't be shipping until August, but you can pre-order now on their website.

GM profit misses estimates; losses in Europe deepen

DETROIT (Reuters) - General Motors Co reported a weaker-than-expected fourth-quarter profit on Thursday, citing wider losses in Europe and lower vehicle prices in its core North American market.

The largest U.S. automaker also took an accounting change in the quarter intended to signal confidence that it will continue to be profitable in coming years.

GM posted a profit of 48 cents per share before one-time items, 3 cents shy of what analysts polled by Thomson Reuters I/B/E/S had expected.

Losses in Europe totaled $699 million in the quarter and $1.8 billion for all of 2012, more than doubling from 2011, reflecting the rapid deterioration of vehicle demand and economic conditions in the region. It was the 13th straight year of losses in Europe.

Chief Financial Officer Dan Ammann said GM still sees industry sales in Europe declining in 2013 and is "not betting on" a pickup later in the year.

During the fourth quarter, prices also fell in North America, GM's most profitable region, as the company offered incentives to cut through its inventory of trucks on dealer lots.

"The (decline in price) is essentially setting up to work through some of the inventory of some of the products that are getting replaced in the marketplace," Ammann told reporters.

Last year was GM's second full year as a public company since its initial public offering in the autumn of 2010, which followed the bankruptcy restructuring and $50 billion U.S.-taxpayer bailout of the prior year.

Net income in the fourth quarter rose to $892 million, or 54 cents a share, from $472 million, or 28 cents a share, a year earlier.

The quarter included a $34.9 billion reversal of a tax reserve on U.S. and Canadian deferred tax assets. The move, which rival Ford Motor Co made in late 2011, reflects confidence in GM's business going forward.

GM also took an associated noncash goodwill asset impairment charge of $26.2 billion, wrote down $5.2 billion worth of assets in Europe, and took a charge of $2.2 billion for its action last summer to cut its U.S. salaried pension obligation.

The automaker also wrote down $220 million, or about half, of its investment in French alliance partner PSA Peugeot Citroen . GM, which paid $423 million for its 7 percent stake in Peugeot, warned last August it might take such an action due to the deepening fiscal crisis in Europe.

Ammann said on Thursday GM had no plans to provide additional funds to Peugeot. "We have no intention of putting more cash into Peugeot," he said.

GM's revenue in the fourth quarter rose 3 percent to $39.3 billion, above the $39.15 billion analysts had expected.

For all of 2012, GM earned $4.9 billion, down from a record $7.6 billion in 2011 due to higher tax rates and weakness in Europe. The results in 2011 included $1.2 billion in favorable items related to asset sales, while 2012 had $500 million in unfavorable items.

State Of The Union: 'Brave Troops Coming Home'

Barack Obama used his State of the Union address to make an emotional plea to lawmakers over gun control.

The President demanded that Congress listened to the voices of the victims of gun crime, many of whom sat to hear him make his speech.

Among them was Gabrielle Giffords, the former Democrat representative who was shot in the head at a mass shooting two years ago in her Arizona district.

The parents of Chicago shooting victim?Hadiya Pendleton, who performed at Mr Obama's inaugural parade just days before she was gunned down, were also there.

"Just three weeks ago, she was here, in Washington, with her classmates, performing for her country at my inauguration," Mr Obama said in paying tribute to the 15-year-old.

"And a week later, she was shot and killed in a Chicago park after school, just a mile away from my house."

Mr Obama also referred to the shooting at the Sandy Hook Elementary School in Connecticut in December that claimed the lives of 20 young schoolchildren and six adults.

He said: "It has been two months since Newtown. I know this is not the first time this country has debated how to reduce gun violence. But this time is different."

Imploring Congress to tighten the country's gun laws, Mr Obama said: "Hadiya's parents, Nate and Cleo, are in this chamber tonight, along with more than two dozen Americans whose lives have been torn apart by gun violence. They deserve a vote.

"Gabby Giffords deserves a vote. The families of Newtown deserve a vote," he said, before turning to a list of other communities devastated in recent mass shootings.

"The families of Aurora deserve a vote," he said, to applause. "The families of Oak Creek, and Tucson, and Blacksburg, and the countless other communities ripped open by gun violence -- they deserve a simple vote."

The President also vowed that the war in Afghanistan would end by late 2014 and that another 34,000 American troops would be returning over the next year.

"This drawdown will continue. And by the end of next year, our war in Afghanistan will be over," Mr Obama said in his annual address.

He said that al Qaeda was a "shadow of its former self" and no longer posed the kind of threat that needed tens of thousands of US troops to fight abroad.

However, he said that al Qaeda affiliates had appeared elsewhere in the world including Yemen and Somalia and said that in future the US would help those countries to provide their own security to fight terrorism.

Mr Obama also said he would take "firm action" against the "provocations" of North Korea, after the state carried out its third nuclear test.

He said: "The regime in North Korea must know that they will only achieve security and prosperity by meeting their international obligations.

"Provocations of the sort we saw last night will only isolate them further, as we stand by our allies, strengthen our own missile defence and lead the world in taking firm action in response to these threats."

Mr Obama promised to spark economic growth and create jobs.

He told Congress: "A growing economy that creates good, middle-class jobs -- that must be the North Star that guides our efforts.

"It is our generation's task, then, to reignite the true engine of America's economic growth -- a rising, thriving middle class."

He warned against dramatic budget cuts saying that they would cost jobs and threaten the military.

He said: "That's why Democrats, Republicans, business leaders, and economists have already said that these cuts, known here in Washington as 'the sequester', are a really bad idea."

The President said that the United States and Europe would launch talks on what would be the world's largest free trade zone.

He said: "Tonight, I am announcing that we will launch talks on a comprehensive Transatlantic Trade and Investment Partnership with the European Union -- because trade that is free and fair across the Atlantic supports millions of good-paying American jobs."

The move answered mounting calls from Europe to pursue a grand trade pact to spur growth on both sides of the Atlantic.

Mr Obama also warned Congress that if they didn't act on climate change, that he would.

He tackled climate sceptics in the rival Republican Party by noting that 12 of the world's hottest years on record took place in the past 15 years.

Mr Obama told them: "We can choose to believe that superstorm Sandy, and the most severe drought in decades, and the worst wildfires some states have ever seen were all just a freak coincidence.

"Or we can choose to believe in the overwhelming judgement of science -- and act before it's too late."
